    Authorised Car Users

    Any member of staff who drives for business must initially complete a CMV Form then, on an annual basis or if they have a change in circumstances, submit an updated CMV Form. Full details are included in the guides and forms.

    Lease Car Drivers

    Lease Cars are available for employees who are required to routinely cover high business mileages in the performance of their duties.  For further information, please read information tabs.

    Car Lease Policy

    This policy is sets out the terms and conditions, including eligibility criteria, for lease cars provided to employees to support travel aspects of their role.

    Travel Policy

    This policy identifies the framework for arranging travel and for claiming for travel and associated expenses.

    Public Health Scotland

    The purpose of this policy is to set out the circumstances in which employees can claim reimbursement of expenses incurred during the course of their work.

    The State Hospital

    In the NHS the default position is that employees use their own vehicles for travel in the performance of their duties, except where the employer has made specific alternative provision.  This policy refers to vehicles provided to employees under a lease agreement, allowing them to use the vehicle for both NHS business and private purposes.  All car users whose business mileage will exceed 3,500 miles per annum shall be entitled to apply for a Leased Car in accordance with this scheme.

    Cycle to Work Scheme

    The Cycle to Work scheme aims to encourage people to make healthier and more environmentally friendly lifestyle choices. The scheme allows employees to spend on bikes and equipment, tax-free.

    National Services Scotland

    The NSS Cycle to Work Scheme is available all year round for purchases up to £3,000. This allows staff to purchase bikes, e-bikes, modified bikes and/or accessories to support their cycle to work and spread the deductions over 12 or 24 months for bikes up to £1,000 or £1,001-£3,000 respectively. 

    You are eligible if you:

    • Are 18 or over
    • Agree to cycle to work a minimum of 50% of the time
    • Have a minimum of 6 months current NSS service
    • Have enough service remaining with NSS* for the length of the hire agreement, and
    • Qualify to pay National Insurance after the loan repayment (salary sacrifice) has been deducted.

    NHS Education for Scotland

    NES has contracted Cyclescheme  to operate on their behalf. Employees actually hire the bicycle from NES, buying them at the end of the salary sacrifice period for a Fair Market Value payment.  NES buys the bike and safety accessories at full retail price.  The balance is recovered from your salary over 12 months before tax and National Insurance deductions.  The net result?  You save money on every bike purchased through the scheme!

    NHS Golden Jubilee

    Halfords cycle2work Scheme

    cycle2work is a government approved salary sacrifice initiative, which allows employees to hire a bike and accessories up to the value of £1000, encouraging you to cycle to work.  The hire is free from tax and National Insurance contributions.

    Whilst there is not automatic right to ownership at the end of the hire period, you may be offered the option to purchase it at an equivalent to the fair market value of the equipment.  This will be based on the residual value of the equipment in line with HMRC guidance.

    Season Ticket Loans

    If you use public transport to travel to and from work, you may be eligible to take advantage of a season ticket loan.

    National Services Scotland

    NSS will, on application and assuming all relevant eligibility criteria are met, provide employees with an interest free loan for the purpose of purchasing either annual or quarterly travel season tickets.

    NHS Education for Scotland

    NES understands that employees have financial pressures and that travel to work can be expensive. In order to assist employees purchase a travel season ticket, NES is offering season ticket loans to staff.

    NHS Golden Jubilee

    Annual ZoneCard Scheme

    Staff who meet set criteria can apply to purchase an annual ZoneCard from SPT.  This is not a salary sacrifice scheme, but is offered as an interest-free loan, with this paid back in manageable monthly instalments direct from your salary. The annual ZoneCard must cost no more than one tenth of your gross annual salary, including any superannuable allowances. 

    The scheme is open to any employee meeting who:

    • is a salaried member of staff with a Payroll number, that is they have a contract of employment issued from Human Resources; and
    • has a contract of employment covers the full period of the annual ZoneCard.
