National Services Scotland

NSS staff employed on Agenda for Change pay bands are covered by the NHS Agenda for Change Terms and Conditions of Service Handbook.  The handbook sets out the guidance on all terms and conditions including: -

NHS 24

Agenda for Change is the NHS pay system for all staff directly employed by the NHS in Scotland, with the exception of some very senior managers and staff within the remit of the Doctors' and Dentists' Review Body.  The full terms and conditions handbook is linked below and other associated information can be accessed via the Management Steering Group website. 

Payments when Christmas and New Year fall at the weekend

To ensure that all staff are treated fairly and consistently the Scottish Government has issued guidance on the payment of public holidays (PH) for when Christmas and New Year holidays that fall during the weekend, as they do this year: (PCS (AFC) 2020-03).

When Public Holidays for Christmas and New Year fall at weekends, then alternate days will be designated as if they were Public Holidays, and the appropriate payments and TOIL will be applied in accordance with Agenda for Change terms and conditions, annex 25 for the Handbook.

This flowchart will allow you to establish what enhancements you will receive depending on the shifts you work.

NHS Education for Scotland

A4C is the NHS pay system, which has been agreed with NHS Trades Unions and is being implemented by all NHS employers in the UK.   It has been introduced to ensure that there is fair system of pay for NHS employees, which also supports modernised working practices.  


As well as the pay system, A4C also includes a revised Job Evaluation system and a Knowledge and Skills Framework to support staff in developing the necessary skills to deliver the best possible outcomes for the service.

Compensatory Rest Protocol

This protocol outlines how employees under the Agenda for Change terms and conditions who provide an on-call service within NHS Golden Jubilee shall receive compensatory rest.
